In other words, if the player observes most of the flops just because its too easy for them to call a $2 blind, their opponent should start playing a more aggressive game preflop when having a strong starting hand.

Its the same with the hands that put the player in a better position when playing against such opponent. Players who check-call in Limit Hold'em with drawing hands can be read immediately and taken advantage of. There is a huge difference between check-call on a $5 bet and check-call on a pot-sized bet. One should observe such players and forbid them from getting poor cards.
